Joe Moore, PE is a Doctoral Candidate in NC State’s College of Design studying how rural downtowns re-design themselves to meet the needs of changing economies. Joe holds Bachelor’s and Master’s degrees in Civil Engineering from NC State, as well as the Master of Public Administration from UNC Chapel Hill. He has over 30 years of experience in municipal management and engineering across North Carolina. Previously, Joe served as Associate Director of Engineering in Cary, before assuming Manager roles in Brevard then more recently for Zebulon.  He is now Assistant Director of Infrastructure at the Timmons Group—a multi-disciplinary engineering, design, and technology firm—offering services in water & wastewater, traffic & transportation, environmental & stormwater, and economic development, whose projects ranging from singular site place-making to mega-site development are guided by principles of resilience, sustainability, and environmental justice.
